For insulation he put the new paper over the old stuff. Thing is, it started peeling off again. Yesterday we went around re-sealing the loose sheets but now I have started painting it the paper has started coming up again. 'elp!! Would it be safe to paint the room, wait until it is dry then put paste on the loose bits again??
