Open Question: Is this legal? Are my windows safe/legal?

I live in a basement apartment (a 20 unit building that was once an old elem. school), and I believe that my windows are not safe. I am below ground level, and all 5 of my windows, including those in both bedrooms, are 76 inches from floor to window sill, and have an opening of around 3.1 sq ft. (They are all horizontally sliding windows.) I live in Bellevue Borough in Allegheny county, PA. What do I do, and what happens if it is proven that my apartment isn't up to code? I do not own the place... so I will not be putting any money into fixing it.

Open Question: Question about a double house?

So my study group is meeting in this girl's house. She gave us (the study group) directions and said she lived in a double and she was upstairs. For some reason I always get terrified when I go to a person's house for the first time because I have a fear that I will go to the wrong house and won't be able to find the right one (dumb, I know). So I was a creeper and google street viewed her house. It appears that the house has only one door... So is that the door I knock on, or is there a different door that goes directly to the upstairs? Lol, this is a really dumb question but I have a lot of anxiety and would just like to have this cleared up. :(

Open Question: WHY USE MR. TANKLESS?

Mr. Tankless Water Heater - COMPLETELY unprofessional. They made 2, yes 2, appointments to come out for a consultation, not only were they more than 1 hour late, they never called! When I called the office to complain JEAN, so called Sales Manager - HUNG UP ON ME! Stay away folks, save your time and patients! There are several other reputable companies out there to deal with - and this is NOT ONE OF THEM. http://www.mrtankless.ca/ TH

Open Question: I need a 10x14' Rug - As Cheap as Possible?

Im on a lower budget, but could really use a new area rug or carpet with stitched edges for my living room. My Current is stained pretty badly and is dirty often. (I have a steam cleaner, but this rug needs replaced) I need a 10x 14' Size and Beige/Tan Color. I have hardwood underneath, and this will NOT be wall to wall, just for an area. All ive seen in that size are 600$+ Some well over 1,000$ I just need something plain.... Anyone know where I can get one for as inexpensive as possible? 200$ or less?
