Open Question: Would a double fit on a twin XL?

I just purchased a twin extra long mattress set and am having a hard time finding a bed set that I like and matches my style that also fits that size. Could I use a double comforter instead? I found a few in that size that I like but I'm not sure if they would fit length wise. I already have sheets that will fit the mattress I just need a quilt or comforter. Has anyone ever tried this before? Any suggestions would be more that helpful.

Open Question: How do I complete a building construction that has been started but has never gone through with inspections?

My parents own some property and I'll inherit it sooner or later. My dad started building what originally started out to be a garage some 10 to 15 years ago. The way he told me is that the he didn't think he needed building permits for what he was doing, but i guess the city thought otherwise. My dad ended up getting a building permit for it, but he also decided to expand his project. He decided (back then) since now he had a building permit, he'd make a sort of guest house on top of the garage. My uncle and my dad did all the construction themselves but they never completed the structure, due to money. The two story building structure now (currently) has: Footings & concrete poured with re-bar, skeleton framing complete, rough-ins for plumbing done, electrical work was done (rats got into it though), building has been wrapped in some kind of particle board (but it would probably need to be re-wrapped), and roofing has been done as well. But all this has been done with out going through any inspections also i don't believe any surveying was done at the start of our planning. If I wanted to complete this building what would i have to do in detail (mainly as far as city inspections) ?? I know the building is structurally sound because it has stood 15yrs the way it is now. My dad was also saying as far as a cheaper option goes, to add a breezeway going from the new construction to our house (which is about 30-50ft away), and we could bypass all the inspections since it would be part of an existing structure?? Is this true?? Any suggestions??
