Open Question: *Oil based paint drying time as i need to sand around the window sill...?

Recently repainted my window sills, doors, and trim with oil based enamel. Took a lot of time and stress as i pay a lot of attention to detail. Any way i masked arount the trim etc. and when i took it off it peeled off some of the water based wall paint where i masked. So i have to lightly sand it and then cut in and paint the lower half of the walls as i have done some patching up too. How ever how long should i wait to sand etc as i do not want the dust to land on my new oil paint job!! and also how long should i wait before i mask the trim etc. and is it okay to. Think its been over 24 hours
