Open Question: UK carpet fitting laws?

I have paid a local carpet fitter to carpet my house. He has put the underlay down about 3 weeks ago but since then he keeps making excuses of why he cant fit the carpet like the carpet hasn't arrived, he's on holiday. Its been 3 weeks now and im getting a abit annoyed with the situation. Is their any laws in the UK for carpet fitters to abide by? Can i ask for a refund?

Open Question: Has anyone tried Wallwik to remove old wallpaper from their walls?

I saw this product on the DIY network. Looked great but I was wondering if it was a sales job or if it worked as advertised.

Open Question: I've had ceramic tiles laid on my kitchen floor but the grout is porous and discolours. Can anyone advise?

I recently had someone lay tiles on my kitchen floor but any liquid that drops on the grout in between them, it discolours and stains it. Should there have been some sort of sealant used over the top of the tiles to prevent this from happening?
