Open Question: Can you stain over a wood floor with drops of paint on it?

I have some very old and pretty rough looking wooden floors that I want to stain. The floors have little drop marks of paint ALL OVER them. Is there any way or any certain type of stain I can use to just cover these up or am I going to have to sand it all. I know I'm trying to take the easy way out but hey if there is a way to avoid all that extra work then why not? I forgot to mention that these floors have not been stained or finished in anyway. They had carpet over them after the house was built but obviously not before whoever painted the walls dripped all over them. >.<

Open Question: Where can I purchase deco beads (or crystals)?

where can I buy these as in walk into a store and not purchase online? in california? possibly near los angeles? theyre tiny balls that u soak in water and they get bigger theyre gummy and they look like marbles? like this http://www.charmingsolution.com/_misc/decobeads_flowers.jpg
