Open Question: I'm painting a bathroom, but the wall is continuing to peel and crack after painting?

We used scrapers to get off lose paint in the beginning, filled and sanded blemishes with joint compound multiple times, and applied a coat of primer. The wall continues to chip and peel, damaging the primer, and even damaging the areas with joint compound. what the heck can i do to seal this wall so it doesn't continue falling apart like this and so i can paint it??

Open Question: Can I use gift wrapping paper to cover my wall?

I can't use wallpaper. I can't staple, glue, paint my walls. Is there anyway that I can use wrapping paper to cover my wall without damaging my walls?
