Open Question: Plastered walls around bath....?

How long do you need to leave plaster to dry before you can out tiles up if you've plastered your walls around your bath? I had my plastering done 2 weeks ago, and it seems totally dry now, however the plumber who put my bathroom in said you're supposed to leave it 3 weeks. The plasterer said you don't just do it when it's dry. So can I just go ahead and tile it, or should I really wait the 3 weeks? thanks

Open Question: We want to install bathroom in basement with concrete floor.?

Due to my husband's office being downstairs in the basement, we want to install a toilet, probably close to our laundry sink, then build around it. How to go about it since its in the basement and the floor is concrete? Most concerned about pipe and drain placement.

Open Question: Where should the paint stop on this wall?

I've taken a picture of the wall that goes from our living room (on the left) to our kitchen (on the right). So like the title asks, where should the paint stop on this wall? The cupboards would offer a nice stopping area, but it's almost a foot off of the apex in the vaulted ceiling. Would it look right to stop the paint straight up (or down) from either of those spots? I don't want just random opinions, I'm looking more for professional and amateur (in other words, experienced) answers. Thanks, all! ...and it won't let me post the link to the picture. I've tried several ways. Well, if you're good with paint styles, please send me a message and I'll send you the link... weird restrictions.
