Open Question: WHY DO MY NEW PLASTER WALLS LOOK PATCHY PUT SILK VINAL ON?

I put silk vinyl on my new plastered walls & it as gone very dull in places it had three coats,the paint I used was a brand name,all though I painted the walls when weather was below freezing with no heat on,would this make any difference as I have never had any trouble before.

I have chairs in my store that have a white nextel stamp on them the chairs are black i need to remove the stamp. Ive herd sugar cubes will work any ideas? other than painting them or getting new chairs?

Open Question: Nicotine stains bleeding through primer?

My husband and I bought a house that was heavily smoked in. We removed ceiling tiles and wood paneling which contained, or at least we thought, all of the nicotine staining. The walls underneath did not appear to be stained. We wiped down the walls and put on a coat of latex primer. When it dried we realized there must have been some areas where the staining was able to get through the paneling because now we see where it bled through the primer. The staining is really light, but it still bothers me. We ended up getting two rooms done before we noticed this. The primer we used is latex and I read that going back and trying to use an oil sealer like Kilz or Zinsser BIN to cover the stains will cause problems because latex and oil over top of one another will cause peeling and cracking. Hindsight is always 20/20 I guess. After internet search I now know to use TSP in the rest of the house before painting. My question now is: Can I try to use TSP on the primed walls that have bleed through or is it too late? Will it bleed through Kilz latex primer too?
